Bubulatov stated that fighters taking bouts on short notice are usually clean because they "didn't have time to apply anything." He explained the league gave fighters six months to clear their systems and allowed certain therapeutic substances. While some testing periods showed many clean athletes, the overall picture remains problematic. Bubulatov acknowledged that comprehensive drug testing is expensive and suggested Russian promotions should collaborate, though he considers it unlikely. He contemplated publishing lists of violators and implementing one-year suspensions but indicated decisions are still being made.
