The promotion has data on which fighters use more or fewer banned drugs, but is uncertain about how to handle violators. He acknowledged that comprehensive drug testing is expensive and suggested Russian promotions should collaborate on testing infrastructure, though he considers this unlikely. Bubulatov is considering one-year suspensions for violators but hasn't finalized a policy.
