Seventeen days ago, as flooding was already affecting Dagestan, Makhachev appealed to regional leadership to "take on the construction issue," stating that "Makhachkala has turned into one chaotic construction site." Most recently, he reposted content from geographer Dmitry Koryukhin, a school teacher in Dagestan who shared aerial photographs showcasing the urban disaster in Makhachkala. The post notes this is a broader Russian problem, with massive apartment complexes being built despite stagnant or declining populations in many cities.
