ACA president Biboulatov reveals widespread PED use in promotion

He expressed uncertainty about how to handle violators, considering year-long suspensions, but acknowledged that comprehensive testing is expensive and would require collaboration among all Russian promotions, which he considers unlikely. The president indicated that someone from the medical department would soon address the issue publicly.
