The league has data on which fighters use more or fewer banned substances but is uncertain how to proceed with punishment. Bibulatov suggested that implementing proper testing is expensive and would require collaboration among all Russian promotions, which he considers unlikely. He indicated that suspension for one year was his preferred punishment but no final decision has been made.
