Bibulatov explained that ACA initially gave fighters six months to clear their systems and allowed some therapeutic substances, then began testing with mixed results. The promotion has data on all fighters showing who uses more or fewer banned substances. He noted that doping control is expensive and suggested Russian promotions should unite to address the issue, though he doubts this will happen. Bibulatov is considering year-long suspensions for violators but hasn't finalized a policy, acknowledging the financial burden makes solving the problem difficult for a single organization.
