The broader issue extends beyond Dagestan to much of Russia, where massive residential complexes of 30 stories with 1,000 apartments are being built despite stagnant or declining urban populations, resulting in many standing half-empty. Makhachev's advocacy highlights low-quality construction, illegal self-built structures, and poorly planned residential developments packed tightly together.
